Information regarding Submissions to Alberta Land Titles

Recently, the Alberta Land Titles Office (ALTO) has experienced some issues regarding submissions from practitioners, thereby creating further delays in survey package registration times.

While ALTO is currently registering within expected operational timelines, we continue to address any inefficiencies to ensure that we are able to better meet the demands of Albertans at all times.

The issues that we have noticed recently are the following:
 
  • Missing digital files when survey plan packages are being examined.
    • Digital files MUST be uploaded at the time of examination by the survey tech. While we appreciate that there maybe delays, the expectation is that digital files are prepared and ready to be examined at the time of hard copy submission. 
    • *Note – Missing digital files from the required FTP site will result in an automatic rejection of the submission.
 
  • Additional files being placed in the encrypted file from SPOC:
    • Only files allowed within the encrypted file are the: DWG file, TIF, and Metadata.
    • Section 47 coordinate lists should not be placed as a separate PDF document in the SPOC encrypted file.
      • Section 47 coordinate lists must be included in the survey instrument and is NOT allowed to be submitted as a separate file.
 
  • Missing critical documents in packages (subdivision authority approval form, certificate of municipal authority).
    • At the time of submission, all submitted packages are required to be in registerable form regarding completeness (this does not include any minor deficiencies).
      • *Note – As per Land Titles Act, section14(6)(b) instruments that in the opinion of the Registrar that were deemed to be submitted in bad faith or its defects cannot reasonably be corrected, shall be removed from the pending registration queue.
 
  • Rejection notice is not included or not placed at the front of the package.
    • Re-submissions are provided priority examination over newly-submitted work. To receive this priority, all re-submissions must include the rejection notice to ensure that the package receives priority over the regular queue.
 
  • Re-submitted packages past their 30 days correction period.  
    • All packages that are not received within 30 days from the time of rejection cannot be registered unless an extension was requested and granted. Should the DRR be expired, the client will lose their spot in queue and the package will require a new DRR.
