Volunteers Needed for New Dormant Plans Task Force – Please Respond

Council is seeking a small group of Alberta Land Surveyors to find a solution to getting dormant plans registered when the original land surveyor responsible for the plan is no longer practicing and there is no one at the surveyor’s corporation/partnership who was a practitioner when the project started.

Council had wondered whether it would be possible to create a new kind of affidavit for such situations. This new kind of affidavit would allow a current Alberta Land Surveyor to sign the plan and note that the former practitioner was responsible for the original field work. What is the current Alberta Land Surveyor’s responsibility in such a situation?

Council asked whether the surveyor’s corporation should also sign the affidavit to acknowledge that different land surveyors at the same firm took responsibility for the plan. APEGA has provisions for the permit holder to sign the engineering document as well as the P.Eng.

Would Land Titles be willing to consider a new type of affidavit for these situations?

The “Commission Dates and Plan Signing” section of the Essential Resources for Alberta Land Surveyors document will need to be reviewed and may need to be updated. Other ALSA documents related to dormant plans and plan signing should also be reviewed for consequential amendments.

Deadlines/Outcomes
The task force is expected to have a report and recommendation for Council’s consideration no later than December 2025.

The task force is expected to find a solution or provide a report explaining why no change is possible or desirable.

Support/Communication
The task force will have the administrative support of a dedicated ALSA staff person.

The task force is expected to, at a minimum, speak with representatives from Land Titles and the Director of Practice Review (as the Director of Practice Review, on behalf of the PRB, has been monitoring the progress of six firms who had the most dormant plans in Alberta).
